About the Opportunity

The Director will have provincial responsibility for health information functions, strategic planning and the development and implementation of policies and processes. This position has an integral role in ensuring the availability of real time patient information for ongoing patient care, research, teaching, and quality review. This Director will be responsible for leading change and transformation to an integrated quality patient care model. This transformation will include all aspects of health information management, including adoption and integration of technological solutions. Leadership at the strategic and operational level is fundamental to ensure that complete and accurate health data is available to our clients to support high quality patient care, medical and administrative research, and education, planning and resource allocation. A key component of this position is to work directly with clinical, administrative and physician leadership to ensure health information standards and timely, comprehensive access to required health information. This role will be responsible for developing and maintaining close working relationships with various external stakeholders (e.g. Department of Health and Wellness (DHW), Canadian Institute of Health Information) and other health care sector partners (e.g. IWK, community physicians).

This Director will ensure NSH Information Management policies and processes, roles and responsibilities and change management activities are in alignment with the Provincial Data Governance program for the NS Health System.

Health Information Management oversees the governance and enforces standards for clinical transformational practices and technology business model processes related to Information management integration across the organization. This patient population includes over 1 million patients from Nova Scotia and visitors from beyond.


 

Key Responsibilities

The Director Admitting, Registration, Scheduling and Switchboard reports to the Senior Director, IM/IT and oversees a large, diverse NS Health provincial team responsible for strategic and program-level leadership of Health Information Management including, admitting/registration and data integrity, patient booking and scheduling, patient locating, hospital switchboard, and integration of technological solutions.  The Director must have a strong understanding and experience of not only the health information management functions, their design, privacy and access management, but also an understanding for how they correlate to the support and delivery of patient care decision-making processes.

 

The Director will:

  • Support the NS Health mission and vision by being a strategic leader in the development, implementation and evaluation of all required health information and technology for decision making.
  • Overseeing the management team requires travel to remote locations, as required, to support the managers and strengthen a large provincial HIS team.
  • Contribute to the leadership of strategies and operational plans consistent with legislation, accountability frameworks and the mission, vision and values of the organization. The position supports a provincially integrated process and enables realization of business plans through effective information technology enablement in support of effective, efficient and sustainable delivery of services and programs.
  • Ensure data governance is in place for all systems and tools for internal and external stakeholders, programs, divisions, care teams, service teams and staff enabling the provision of the most comprehensive data through technology for decision making including CIHI data, ICD-10-CCI data, and data available through our various health information applications
  • Provide leadership in the delivery of information management services provided within NS Health, provincially and nationally.
  • Promote standardization of health information management policies and practices; maintain professional relations and knowledge of privacy and security legislations and regulations, provincially and nationally to ensure best practice.
  • Demonstrate initiative for decision making and is an advocate for change.

About You

We would love to hear from you if you have the following:

  • Bachelor’s degree in a related field, Master’s degree an asset, preferably in a health or leadership field
  • Current registration with the Canadian College of Health Information Management (CHIMA) and the Nova Scotia Health Information Management Association is an asset.
  • Certified Health Executive and/or Certified Professional in Healthcare Information and Management Systems (CPHIMS) designation an asset.
  • Project Management Professional (PMP) and/or organizational change management certification an asset.
  • Minimum of 7 to 10 years’ progressive senior leadership experience with health information management in an organization of significant size and/or complexity or equivalent experience.

Skills and Experience

  • Understanding of the complexities in the delivery of health care across the continuum of care.
  • Knowledge of the CIHI Management Information System (MIS).
  • Knowledge of the Health Care Industry across the Country for capturing mandated and other key performance indicator data.
  • Knowledge of the roles within the health care system, the emerging trends in the management, e-health strategies and its role in IMIT. 
  • Strong analytical, organizational, and problem-solving skills with the ability to multi-task to meet tight deadlines.
  • Experience planning and managing multiple, complex projects involving major changes to business processes, workflow, and preparation of staff and/or customers for the changes.
  • Experience working directly with senior administrative and medical leaders to support information and analysis required to inform organizational planning, manage performance, identify improvement opportunities, and make decisions.
  • Experience in data and information management, information classification, data modeling, workflow design and medical information technologies.
  • Very comfortable managing large (both unionized and non-unionized), diverse teams with high value, time sensitive deliverables and competing priorities, while leading major projects or change initiatives.
  • Strong coaching and mentoring skills with proven track record of developing high performing teams and team leaders.
  • Excellent written and verbal communication skills, including delivering presentations with complex information to senior administrative and medical leadership.
  • Proven knowledge in the areas of data quality, quality improvement, statistical analysis, and data reporting.
  • Good understanding of patient information privacy standards and relevant legislation.
  • Ability to execute through effective delegation, motivation, and oversight.
  • Ability to develop and establish financial policies and procedures.

Hours

  • Permanent Full-time Position; 75 Hours Bi-weekly

Compensation and Benefits

$56.95 - $71.19 Hourly
